We live in times gripped by the conviction that periodic ‘free and fair’ elections at the national level are the heart and soul of democracy. The conviction has deep taproots with a remarkable history. In 1945, there were only a dozen representative democracies left on our planet. Since that time, in nearly 90 countries, national elections have come to be seen widely as the best way of forming good governments, sometimes even as a ‘timeless’ and non-negotiable feature of the good political life. Elections have hardly had a good name in history.

In his letter to Cicero, in BC 64, Quintus offered his brother a list of suggestions to win the race for consul in Rome. Quintus had no doubt of Cicero’s attributes and abilities but he felt his brother should also know the details of how he ought to run an electoral campaign. “Favours, hope and personal attachment” were highlighted as the “three things that guarantee votes in an election”. Contributors to this issue have been asked to consider whether there can be democracy without elections. Such a question requires, of course, that one present a working definition of democracy, a working definition of elections, and that (if one is not planning to argue in the affirmative) the first definition does not subsume the second (e.g. “democracy is a system of free and fair elections”). It also requires, I would argue, that somewhere there appears some standard of measurement. One would need to come up with a way to measure, for instance, degrees of “freedom” and “fairness” if one were to distinguish types of elections. Leggi tutto »

Economy and ecology are both derived from oikos, which is the Greek word for “home” or “household.” Ecology is the science of the household, both local and at the level of Gaia, our planetary home.
